The need for the job can be questioned -- but as long as it has been created, one of the first duties of the advocate should be to seek more choices for auto insurance buyers.

The job of regulating the insurance industry will remain with the newly renamed Office of Financial and Insurance Regulation, formerly the Office of Financial and Insurance Services. This office has traditionally had the duty of making sure the state's insurance market is competitive and that insurance underwriters have enough reserves to pay off on policyholders' claims.

NYMEX Sets Gold Futures Open Interest Records

NEW YORK, Sept. 28 /PRNewswire-FirstCall/ -- The New York Mercantile Exchange, Inc., a subsidiary of NYMEX Holdings, Inc. (NYSE: NMX) , today announced that its gold futures contract reached record open interest levels for the fourth consecutive day this week.

On Thursday, the open interest in the gold futures contract peaked at 443,765 contracts, after setting records on September 24, 25, and 26, surpassing the previous record of 425,688 contracts set on May 29.

Transit lines seeking smartest 'smart card'

As public transit authorities move from tokens and tickets to "contactless" cards, two possible futures await riders.

One is a plastic version of the present, where each agency has its own fare card, usable only on its own system. The other future involves mutually acceptable cards, sort of an E-ZPass for transit riders.

Smart cards typically have a computer chip and radio antenna that allow passengers to wave the card at a turnstile and be on their way. The fare is automatically deducted from a preloaded sum or from a bank account.

With widespread interest in smart cards that can work in multiple cities, the fight now is over the best way to do it - bank cards or transit cards. That battle is shaping up to be the transit version of VHS vs. Betamax.


Treasurys Climb as Services Weakness Spurs Recession Fears

Tuesday's report pushed two-year yields back below 2 percent, heading toward their lowest level since early 2004.

The bearish economic figures solidified the argument that the United States may have already fallen into recession, despite a slew of Federal Reserve interest rate cuts and plans in Washington to spend billions to stimulate the economy.

"All signs point to a recession that started in the first quarter of this year. Appropriately, the Treasury market is rallying," said Carl Lantz, U.S. interest rate strategist at Credit Suisse in New York.

The benchmark 10-year note climbed 23/32 in price, which pushed the yield down to 3.56 percent from 3.64 percent late Monday.

The two-year note was 8/32 higher in price for a yield of 1.94 percent from 2.07 percent.
